Police Clearance Certificate or simply PCC is a proof of "No Criminal Record" of a concerned citizen. In India PCC could be issued from either Regional Passport Office (RPO) or from the Police Station of the native. If the PCC has been issued from Local Police Station then it will be Apostilled from Ministry of External Affairs (MEA), Govt. of India after the Attestation of the Regional Attestation Center or Home Department or General Administrative Department etc. of the concerned State. On the other hand, if the Police Clearance Certificate (PCC) has been issued from Regional Passport Office (RPO) then it will be Apostilled by Ministry of External Affairs (MEA) directly and there is no need of State Level Attestation.
If the person is going to a Non Hague Conventional Country then the PCC Certificate will be Attested and Legalized from the Embassy or Consulate of the destination Country present in India. If the PCC has been issued from Local Police Station then, prior Embassy Attestation of this PCC Certificate it will be Attested from Notary Public, Attestation from State Level Attestation Department (as mentioned above) and the Attestation from Ministry of External Affairs (MEA), Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Guwahati, Chandigarh, Govt. of India. On the other hand, if the PCC is issued from Regional Passport Office then it will be attested directly from Ministry of External Affairs (MEA) and finally it will be Attested and Legalized from the desire Embassy present in India.
