The process of Embassy Attestation or Legalization depends on the types of Documents as well as the destination Country. If the destination Country is a Hague Conventional Country (HCC) then the Document or Certificate will be Apostilled by Ministry of External Affairs (MEA), Govt. of India and it is the final process. But if the destination Country is a non Hague Conventional Country (non-HCC) then the Certificate or Document will be Attested and Legalized by the concerned Embassy or Consulate of the destination Country present in India.

If the documents are personal one like Birth, Marriage, PCC, Degree, Diploma Certificate etc. and the destination Country is a HCC then Apostille by MEA is the final process. But if the document is a Commercial one and the destination Country is also a HCC till the Document needs to be Attested and Legalized by the Honorable Embassy or Consulate of the destination Country present in India.

The personal Document or Certificate like Birth, Marriage, Degree, PCC, Diploma etc. will be Attested and Legalized by the concern Embassy or Consulate in India after the Attestation of Human Resource Department (HRD) or Higher Education Department or General Administrative Department (GAD), Regional Attestation or Home Department or Sub Divisional Magistrate (SDM) etc. and the Attestation from Ministry of External Affairs (MEA).

On the other hand if the document is Commercial one like Power of Attorney (PoA), Certificate of Origin, Commercial Invoice, Export Document etc. then the Certificate will be Attested and Legalized by the concerned Embassy or Consulate after the Attestation of Chambers of Commerce, Government of India and the Attestation from Ministry of External Affairs (MEA), Govt. of India.
